Overview
Singapore is a global education hub, home to top-ranked universities (NUS, NTU) and research institutes. To attract international talent, Singapore offers several generous scholarship programs, particularly at the graduate (PhD) level. Many Singapore scholarships come with a bond requiring you to work in Singapore for 3-6 years after graduation, so always check the terms.
Government and Agency Scholarships
The flagship PhD scholarship for international students in science, technology, and engineering in Singapore. SINGA is a collaboration between A*STAR, NTU, NUS, SUTD, and SMU. It is bond-free — there is no obligation to work in Singapore after graduation. The stipend increases after you pass the qualifying exam, and additional allowances cover your initial relocation. As of 2025, over 950 students from 75+ countries have benefited. If you want to do a research PhD in Singapore, SINGA is the primary route — it makes your PhD fully funded with a comfortable living stipend.
ASEAN Undergraduate Scholarships
Offered by NUS, NTU, SMU, and other Singapore universities to talented students from ASEAN member nations (and in some cases extended to students from China and India). The scholarship is bond-free for non-Medicine fields, meaning recipients are not required to work in Singapore after graduation. It provides full tuition coverage and a yearly living allowance to help with Singapore's relatively high cost of living.
MOE Tuition Grant (TG)
The Ministry of Education (MOE) subsidizes tuition for all students (including international) at Singapore's public universities. This is not a traditional scholarship — it requires international students to sign a bond committing to work in Singapore for 3 years after graduation. The Tuition Grant reduces fees dramatically (for example, an international engineering student's annual fee drops from ~S$40,000 to ~S$17,000 with the TG). Many students take the TG and then fulfill the bond by working in Singapore, effectively making education more affordable in exchange for a service commitment.
University Scholarships
One of NUS's most prestigious entrance scholarships for top-tier international students. It provides a comprehensive package that goes well beyond tuition — covering on-campus accommodation, a computer allowance, an annual living stipend, and even enrichment grants for special projects or overseas programs. It is highly competitive and reflects NUS's commitment to recruiting globally exceptional talent. NUS also has the Undergraduate Scholarship for international students and the President's Graduate Fellowship for PhD students (~S$3,000/month stipend).

NTU Nanyang Scholarship
The Nanyang Scholarship at NTU covers full tuition plus a yearly living allowance, on-campus accommodation, and a travel grant for outstanding international undergraduates. For graduate students, NTU offers the NTU Research Scholarship (stipend + tuition) and participates in SINGA and A*STAR schemes.
SMU Lee Kong Chian Scholars' Programme
The Lee Kong Chian Scholars' Programme at Singapore Management University (SMU) is a prestigious full-ride scholarship for exceptional international undergrads in business, law, and social sciences. SMU is Singapore's specialist university in business and law. SMU also has numerous other named scholarships (partial to full tuition) for international students across its programs.
